ADMISSION PROCEDURE

of students to the Training and Methodological Center

of the State Financial Intelligence Service under the Government of the Kyrgyz Republic

This Admission Procedure has been developed in accordance with the Law of the Kyrgyz Republic “On Education” and the Regulation on Additional Professional Education in the Kyrgyz Republic.

1. General Provisions

1. Current Procedure regulates the admission of students to the Training and Methodological Center of the State Financial Intelligence Service under the Government of the Kyrgyz Republic (hereinafter referred to as the SFIS Training Center).

2. Citizens of the Kyrgyz Republic, foreign citizens permanently or temporarily residing in the territory of the Kyrgyz Republic who possess vocational academicals education are accepted for training in the SFIS Training Center.

3. On the basis of the application of the State Financial Intelligence Service under the Government of the Kyrgyz Republic (hereinafter referred to as the SFIS), SFIS employees are entitled to receive free training at the SFIS Training Center.

4. Acceptance of students for training in the SFIS Training Center is carried out on the basis of an application from an employer or an individual on a contractual (fee-based) basis within the maximum number of students established by the license in accordance with the approved rates.

5. Admission to training in the SFIS Training Center on the basis of applications from ministries, agencies, local governments are carried out in agreement with the SFIS.

2. Organization of admissions

6. Admissions is made in accordance with the current Procedure on the basis of the application submitted from the listener or the sending organization.

7. The lists of students admitted to training are approved by the SFIS Training Center Director in the form of an order.

The director is responsible for complying with the Admission Procedure, complying with the maximum number of students established by the license, as well as the requirements of regulatory legal acts.

8. When submitting an application for admission to the SFIS Training Center, the listener shall submit copies of the following documents:

  • Color photograph in electronic format;
  • Copy of the passport;
  • Copy of education certificate (diploma);
  • Certificate of employment indicating the position and duration of work in this position;
  • Information on previously obtained certificates and certificates of the UMTS of the GSFR.

Foreign citizens must submit to the SFIS Training Center a document on education equivalent to a state document on vocational education of the Kyrgyz Republic.

9. Reception of documents and clerical work is organized and conducted by responsible staff of the SFIS Training Center.

11. Reception of applications and documents is completed 2 days before the start of the course, after which an order is issued.

12. Admission is carried out:

• Under the advanced training program (for employees of commercial banks, microfinance institutions and designated non-financial businesses and professions) - for professionals who do not have experience in countering the financing of terrorist activities and legalization (laundering) of criminal proceeds and when applying for work in structural units of internal control on countering money laundering and terrorist financing issues - 72 academic hours;

• Under programs of specialized seminars (for law enforcement / supervisory / judicial state officials, commercial banks / microfinance institutions and other designated non-financial businesses and professions) in the amount of 16 and 12 academic hours.

3. Preparation of lists for training

13. Lists of persons enrolled in training are made in the order of priority of received applications.

14. Individuals who submit applications for training are credited after payment of the course fee.

15. Payment for students directed from organizations is made no later than the first day of training.
